Attribution is incorrect. This coin was not issued by Ap. Claudius Pulcher but by M. Tullius Cicero during his tenure as proconsul in Cilicia 51-50 BC. This is the third known example of the type and currently the only coin issued by Cicero in private hands.

This attribution to the Ostrogoths in Sirmium is pure speculation. There is no evidence for a gold issue under the Ostrogoths in Sirmium.

Apparently, there are at least three different reverse legends for this issue. The correct reverse legend for this specimen is: LIA KA KOL AVPH.
